As many as 40,000 Ohio small businesses including dry cleaners, wholesale bakeries, paint shops, machine shops, gas stations, and businesses that work with asphalt, metal finishers, rubber and plastics now face EPA regulations. The good news is that the program exists which will help you cope with the EPA and its standards.

The Clean Air Resource Center (CARC), a specialized arm of the Ohio Air Quality Development Authority, is a non-regulatory agency separate from and independent of the OEPA. CARC offers access to free confidential technical assistance and financial help.

In addition to helping you find answers to the questions about regulations, the center helps you determine your compliance and permit needs. All information on a company’s status is held in confidence and cannot be used in an OEPA enforcement action.

CARC provides financing with tax incentives for air quality equipment, energy efficiency and conservation projects, or for building air quality facilities such as paint booths. These loans which may be handled through your own bank, retain their tax incentives through out the life of the loan. The lender receives an exemption from the state income tax on interest earned on that loan. A grant program pays closing costs on loans when the project is necessary to bring small businesses into compliance with the Clean Air Act.
